Project: Tulare County P.A.C.K. (Project Access Care Kit)

Problem: Homelessness is steadily rising in Tulare County. Annual Point-in-Time (PIT) count numbers reveal a rise in the homeless population by 40% since 2013. As of 2018, 66% of the homeless population was unsheltered. Many individuals experiencing homelessness in Tulare County choose not to seek health services in order to protect their personal belongings. This eventually leads to poorer health and social outcomes for the individuals.

Solution: Partnering with Kings/Tulare Homeless Alliance, Tulare County will use the allocated grant funding from Capture Cares to purchase backpacks and other tangible items for individuals enduring homelessness. Items included in the backpacks have been selected to address hygiene, safety and public health concerns (such as sunscreen, toothbrushes, first aid kits, etc.). With their items protected, this will allow those who are experiencing homelessness easier access to health and social services.
